On November 12th, Vice Premier Ding Xuexiang of China attended the high-level meeting named "Strengthening Early Warning and Building a Climate-Resilient Future," which was hosted by China in the city of Baku, Azerbaijan.

During the meeting, Ding Xuexiang underlined China's firm commitment to international cooperation in the realm of meteorological early warning. He pointed out that climate change is exerting an ever-increasing impact on the global stage, with frequent occurrences of extreme weather events presenting unprecedented challenges to people's safety as well as to social and economic development. Consequently, the need to strengthen early warning systems for the benefit of all citizens and to enhance climate adaptation capabilities has become more pressing than ever.

Ding Xuexiang further expressed China's eagerness to collaborate with other countries in implementing the United Nations' initiative regarding universal early warning systems, thereby making substantial contributions to the mitigation of climate change. This cooperation encompasses several key aspects:

Firstly, China aims to enhance global risk assessment capabilities. This will be achieved by standardizing climate risk evaluation methods, which will serve as a scientific foundation for effective governance.

Secondly, through technology sharing and system interconnectivity, China intends to establish a global early warning network. This initiative is expected to improve the overall framework of early warning systems across the globe.

Finally, in terms of creating partnerships for climate adaptation, China will develop flagship projects centered around South-South cooperation in early warnings. These projects will offer crucial support such as providing meteorological equipment, early warning systems, and capacity-building training to developing countries.

The meeting also witnessed the presence of other prominent figures. COP29 President Babayev, the UN Secretary-General's Special Advisor on Climate Action & Just Transition Hartt, the WMO Secretary-General Taalas, and the UN Secretary-General's Special Representative for Disaster Risk Reduction Kishore all attended the meeting and delivered their respective speeches.

Moreover, the meeting released the "Action Plan for Promoting Climate Change Adaptation through Early Warnings in China," which is likely to play a significant role in guiding future efforts in this area.

This high-level meeting thus served as an important platform for discussions on strengthening early warning systems and addressing the challenges posed by climate change on a global scale.
